A versioned set of standards, engines, and proof. Packs are not intent artifacts.

Constraints
- Packs are not intent artifacts.
- A pack is not a path into implementation.
- Implementation still requires an approved plan.
- Packs live outside core. The lock file is the durability boundary.

- Use pack check and pack test in the pack repository
- Consumers pin a version in backstop.yml and lock it
Notes
Packs own standards, engines, and proof. Intent artifacts own the work.
Choose a maintained pack when the concern is shared. Author a pack when it is not.
